A Berkeley County city with its own government
Hanahan is a city in Berkeley County, with City Hall at 1255 Yeamans Hall Road. It has its own building and codes office, parks department, and zoning ordinance. The practical questions here are flood exposure near Turkey Creek and the Cooper River, who maintains the road out front, and which utility serves the address.
Split road responsibility
State roads belong to SCDOT and county roads to Berkeley County. The City posts documents showing which is which, so check who maintains the street you would live on.
Flood comes from two sources
The City says Turkey Creek and the tidally influenced Cooper River have caused the most flood damage in Hanahan. Berkeley County GIS has a FEMA flood layer for any parcel, and the City keeps a searchable archive of elevation certificates.
Stormwater fee
Berkeley County’s stormwater utility fee applies in Hanahan through an intergovernmental agreement. Developed properties pay $36 per equivalent residential unit per year, and single-family homes are one unit. Look for it on the tax bill.
Confirm city limits
Confirm with the City that the parcel is inside city limits before you ask about zoning, permits, or services.
Flood, drainage, and insurance
The City’s floodplain page links a searchable archive of elevation certificates and describes the Community Rating System as a discount of 5 to 40 percent on flood insurance for participating communities. It does not state a freeboard figure. Building and Codes at (843) 576-5259 handles flood map determinations. Drainage problems are reported to Berkeley County or SCDOT depending on who maintains the road, and the City hands out sandbags when severe flooding is predicted.
The Downtown Stormwater Improvements project covers about 775 linear feet of Yeamans Hall Road between Sellers Road and Sledge Street. It carries a $2.4 million state ARPA award. The S.C. Office of Resilience reported notice to proceed on June 5, 2025, a construction start on July 7, 2025, and an expected 8 to 10 months of work. The City’s own project page still shows an older notice, so confirm current status if the property is on that stretch.
Planning, growth, and what is on hold
- Comprehensive plan. The Hanahan 2040 Comprehensive Plan was adopted on January 10, 2023 and covers land use, transportation, resilience, and community facilities. The zoning ordinance is on Municode.
- Town center. The Town Center Property Procurement and Revitalization Project, targeting 5910 Sellers Road and two parcels on Yeamans Hall Road, is listed as “Under Review” and on hold for budget reasons, with a $5,392,848 budget.
- Roads. The Foster Creek Road and Tanner Ford Boulevard intersection realignment was funded by the 2014 county sales tax, and the contract was awarded on August 22, 2022 at about $2.35 million.
Parks and events
The City lists Hawks Nest, Venice, Spell, Manor, Roma Road, and Bessinger-Kelly parks, Rhodes Pond, Woodland Trail, Loftis Field, and the Hanahan Amphitheater at 3100 Amphitheater Avenue. The City also ran Shamrock Fest at the amphitheater on March 7, 2026. Steward Street Park at 5920 Steward Street, a 4-acre site with a pavilion, kayak launch, playground, boardwalk, and fishing dock, is listed as approved and under construction; confirm its current status with the City.

Schools
Hanahan is served by the Berkeley County School District. Attendance follows the address, so confirm the school assignment with the district.
How the property tax rate works in South Carolina
The S.C. Department of Revenue’s property-tax manual says an owner-occupied legal residence is assessed at 4 percent of fair market value, while other real property, including second homes and vacant land, is assessed at 6 percent. The 4 percent rate does not transfer automatically on a sale: the new owner applies to the county assessor, generally before the first penalty date in January. Ask the county assessor how this applies to your situation.
Questions to answer before you choose
- Is the parcel inside Hanahan city limits, and is the road county or state maintained?
- What flood zone does Berkeley County GIS show, and what do the elevation certificates say?
- Which utility provides water and sewer?
- Is the property on the Yeamans Hall Road stormwater stretch, and what is that project’s current status?
- What does the tax bill show for the county stormwater fee?
Common questions
Is Hanahan part of North Charleston?
No. Hanahan is its own city in Berkeley County. Property, permits, and city services follow Hanahan when the address is inside city limits.
Does every Hanahan address flood?
No. Flood exposure varies by parcel. Turkey Creek and the Cooper River are the main sources the City names, so check the parcel’s flood zone and elevation certificate.
Who do I call about a drainage problem?
The City says drainage problems are reported to Berkeley County or SCDOT, depending on who maintains the road.
